
NOTICE OF INTENT TO FILE
Please take notice that Central Maine Power Company (the "Applicant"), with its principal office at 83 Edison Drive, Augusta, ME 04330, (800-565-0121) intends to file an Amendment permit application, pursuant to the provisions of 38 M.R.S. § 420-D and 38 M.R.S.A. §§ 480-A et seq. This application will be filed with the Department of Environmental Protection (DEP).
This application is to allow for the expansion of the existing Dogtown Road Substation located on Dogtown Road in Detroit, Maine. The existing substation received a permit from DEP in 2007 to expand the existing substation yard and road entrance to the yard. In 2015, DEP also approved the development of a Static Var Compensator and construction of a stormwater management system resulting in 1.65 acres of impervious area and 13,978 square feet of wetland impacts.
The proposed substation expansion project will include the construction of a new stone pad (approximately 18,900 square feet) that will connect to the existing substation. The expansion will include a capacitor bank, electrical reactors, switches, electrical protection control systems, and associated foundations for the equipment. The project will result in approximately 10,077 square feet of wetland impacts to install the stone pad, as well as approximately 2,678 square feet temporary construction matting in wetlands to access the project area. The proposed impervious area and wetland impacts will require an Amendment to the existing Stormwater and Natural Resources Protection Act permit from the DEP.
The Applicant intends to file this application with the DEP on or around March 15, 2024. The application will be available for public inspection at the municipal office in Detroit, Maine (located at 35 S. Main Street). A request for a public hearing or a request that the Board of Environmental Protection assume jurisdiction over this application must be received by the DEP in writing no later than 20 days after the application is found by the DEP to be complete and is accepted for processing. A public hearing may or may not be held at the discretion of the Commissioner or Board of Environmental Protection. Public comments on the application will be accepted throughout the processing of the application.
