TOWN OF BROWNVILLE
RAILROAD AVENUE RETAINING WALL AND SIDEWALK PROJECT CONTRACT 2
General Notice
The Town of Brownville (Owner) is requesting Bids for the above referenced project. Bids for the construction of the Project will be received at the Town of Brownville Town Office located at 586 Main Road, Brownville, Maine 04414, until Wednesday September 4, 2024 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Reconstruction of a retaining wall with a sidewalk on the back (top) side of the retaining wall. The project spans approximately 450 feet along Railroad Avenue and passes under a railroad trestle.
Owner anticipates construction costs to be approximately $500,000. The Project has an expected duration of 60 days.
Obtaining the Bidding Documents

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 am and 4:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Shipping costs will be $10 per set of bidding documents mailed. Bidding Documents are available for purchase in the following formats:

If bid amount is $125,00.00 or greater then Bid shall be accompanied by a bid security in the amount of 5% of the Total Bid Price as outlined in the Instructions to Bidders. If bid amount is $125,000.00 or greater, Payment and Performance Bonds will need to be provided at Contract Signing as described in the Contract Documents. The Owner reserves the right to waive any informalities or to reject any or all bids. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
Pre-bid Conference
A pre-bid conference for the Project will be held on Wednesday August 28, 2024 at 2:00 PM at the Town of Brownville Town Office located at 586 Main Road, Brownville, Maine 04414. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Bid Bond
A certified check or bank draft payable to the OWNER or a satisfactory Bid Bond executed by the Bidder and a Surety Company in the amount equal to five percent (5%) of the Bid shall be submitted with each bid. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner.
Contract Requirements
The contractor must comply with all Federal requirements included herein and specifically detailed in Section 00840 CPF - HUD Supplementary Conditions. This includes but is not limited to; Equal Opportunity Employment, Section 3 Requirements, and American Iron & Steel.
Disclaimer/Agency Not a Party
This Contract is expected to be funded in whole or in part by the U.S. Department of Housing and Urban Development, Congressional Grants Division. This Contract contains requirements from all of these funding agencies. Neither the funding agency, nor any of their departments, agencies, or employees is or will be a party to this contract. The word "agency" in the contract documents refers to these funding agencies. Award of any Contract will be contingent upon final financial agreements between the Town and the funding agencies. The project scope may be adjusted to match available funding.
