Please take notice that the United States Veterans Administration (VA) has determined that its proposed construction and operation of a new national cemetery located on a 6.2-acre parcel in the town of Jonesboro, Maine, is consistent to the maximum extent practicable with the enforceable policies of the Maine Coastal Program (MCP). Phase 1 of the project would involve development of about ½ of the property and include a service shelter, roadway, signage, and other infrastructure in addition to pre-placed concrete crypts, burial plots, and other cemetery elements. On or about December 10, 2018, VA provided the MCP its above-noted consistency determination (CD) and in support of its CD filed a related permit by rule application with the Maine Department of Environmental Protection (DEP) pursuant to DEP rules chapter 305 which provide enforceable policies of the MCP. VA proposes to construct and operate the cemetery in accordance with terms and conditions of the DEP permit by rule. DEP's review of the permit by rule application and related information will constitute the state review for the project's consistency with the enforceable policies of the MCP. A copy of VA's consistency determination, the permit by rule application, and related information are available for public inspection during normal work hours at DEP, Eastern Maine Regional Office, 106 Hogan Road, Bangor Maine. Written comments on NPS's consistency determination may be sent to: Jim Beyer, Jim.R.Beyer@maine.gov, DEP, Eastern Maine Regional Office, 106 Hogan Road, Bangor, ME 04401, on or before December 31, 2018. Dec. 14, 2018
