NOTICE OF MAINECARE REIMBURSEMENT METHODOLOGY CHANGE

[font=font36821]AGENCY:[/font]  Department of Health and Human Services, Office of MaineCare Services [font=font36821]AFFECTED SERVICES:[/font] Chapter 101, MaineCare Benefits Manual, Section 97 Private Non-Medical Institution Services; Section 2, Adult Family Care Services [font=font36821]NATURE OF PROPOSED CHANGES:[/font] The Department of Health and Human Services (DHHS) will request approval from the Centers for Medicare and Medicaid Services to increase reimbursement for providers of Appendix C, Private Non-Medical Institutions (PNMI) and Adult Family Care Homes, pursuant to Public Law 2016, Chapter 481, Part C. Section 97, PNMI Appendix C providers and Section 2, Adult Family Care Homes will receive a 4% cost-of-living rate increase for fiscal year ending June 30, 2017. For the fiscal year ending June 30, 2018, the Department shall set the amount of the inflation adjustment in accordance with the United States Department of Labor, Bureau of Labor Statistics Consumer Price Index medical care services index. The Department will request the above changes to be effective July 1, 2016. [font=font36821]REASON FOR PROPOSED CHANGES:[/font] The State Legislature mandated the Department implement these increases in reimbursement pursuant to Public Law 2016, Chapter 481, Part C. [font=font36821]ESTIMATE OF ANY EXPECTED INCREASE OR DECREASE IN ANNUAL AGGREGATE EXPENDITURES:[/font] The Department anticipates that this change will result in an estimated additional cost of $ $896,055 in Federal Fiscal Year 2016, which includes $365,325 in state dollars and $530,730 in federal dollars, and $5,376,332 in Federal Fiscal Year 2017, which includes $2,191,952 in state dollars and $3,184,380 in federal dollars.
