TOWN OF HERMON, MAINE NOTICE TO CONTRACTORS

The Town of Hermon will receive sealed proposals for construction of a[font=font36821] Route 2 Sidewalk[/font] at the Town Manager's Office, 333 Billings Road, Hermon, Maine 04401 until [font=font36821]2 PM[/font] prevailing local time on [font=font36821]August 26, 2016[/font] and will be publicly opened and read aloud in the Town Manager's office at the same office. Bids will be accepted from all bidders. The lowest responsive bidder must have completed, or successfully complete, a Highway or project specific prequalification to be considered for the award of the contract. The work to be done under this contract consists of the construction of approximately 2,862 feet of 5' paved sidewalk, a similar length of 3' grassed esplanade and associated signage, lighting, drainage, erosion and sedimentation control, and other incidental work. Work also includes reconstruction of Route 2 shoulders and the shim and pave of the Route 2 main line for portions of the overall project. The work is generally described according to the following groupings: [font=font36821]Project Group A - WIN 019414.00:[/font] Sidewalk, esplanade, crosswalks and curbing and lighting with shoulder repair to a point one foot from curb. [font=font36821]Project Group B - WIN 22232.31: [/font] Reconstruction of shoulders and drainage within WIN 019414.00. [font=font36821]Project Group C - WIN 17882.10: [/font]Shim and pave main line of Route 2. [font=font36821]A Pre-Bid Conference is scheduled for 10:00 AM, August 10, 2016 at the Town Office. The Owner and Engineer will be present at the pre-bid meeting to answer bidder questions.[/font] Contract documents may be examined at the Municipal Building, Town of Hermon, 333 Billings Road, Hermon, Maine 04402 and the office of the engineer, Plymouth Engineering, Inc., 30 Lower Detroit Road, Plymouth, Maine 04969. Copies of the contract documents may be obtained by General Contractors, subcontractors, and material suppliers at Plymouth Engineering, Inc., PO Box 46, 30 Lower Detroit Road, Plymouth, Maine 04969 (Tel. 207-257-2071); upon payment of $150.00 for each set, non-refundable. In addition, there will be a non-refundable $10.00 mailing charge if mailed. Partial sets will not be issued. Each proposal must be provided on the blank forms provided and must be accompanied by proposal guaranty in the form of certified check or bid bond in the amount of five (5%) percent of the total amount of bid. The successful bidder will be required to provide Performance Surety Bond and Payment Surety Bond in the amount of one hundred percent (100%) of the contract price. This Contract is subject to all applicable Federal Laws. This contract is subject to compliance with the Disadvantaged Business Enterprise program requirements as set forth by the Maine Department of Transportation. All work shall be governed by "State of Maine, Department of Transportation, Standard Specifications, November 2014 Edition", price $10 [$15 by mail], and Standard Details, November 2014 Edition, price $10 [$15 by mail]. They also may be purchased by telephone at (207) 624-3536 between the hours of 8:00 a.m. to 4:30 p.m. Standard Detail updates can be found at http://www.maine.gov/mdot/contractors/publications. No proposal may be withdrawn within sixty (60) days after date of opening thereof. The right is reserved to waive any informality in proposal received. Award of the contract will be based on the lowest responsive and responsible bidder's total unit price base bid. The right is hereby reserved by the Owner to reject any or all bids.
