The USDA, Rural Utilities Service (RUS) has received an application for financial assistance from the Presque Isle Utilities District (District) of Presque Isle, Maine. As required by the National Environmental Policy Act and agency regulations, the RUS requested an Environmental Assessment (EA) that evaluated the potential environmental effects and consequences of the proposal. The District proposes to replace aging infrastructure and expand the capacity of its existing Wastewater Treatment Facility (WWTF). This notice announces the availability of the EA for review by the public. Woodard & Curran, Inc., an environmental consultant, prepared an Environmental Assessment for RUS that describes the Project, assesses the proposed Project's environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. The District intends to seek financial assistance from USDA, Rural Utilities Service (RUS) for infrastructure improvements. The proposed Project consists of upgrades to the existing WWTF including modifications to existing structures and construction of new structures. The WWTF is located at the end of Dyer Street, adjacent to the Presque Isle Stream. If implemented, the proposed Project will convert approximately 0.01 acres of 100-year floodplain. In accordance with Executive Order 11988, Floodplain Management, and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts. The environmental documentation regarding this proposal is available for review at the Presque Isle Utilities District's offices at 541A Main Street, Presque Isle, ME 04769.
