[font=font36821]REQUEST FOR RELEASE OF FUNDS[/font] On or about August 10, 2020, Maine State Housing Authority will submit requests to the U.S. Department of Housing and Urban Development (HUD) for the release of Section 8 Project-based Voucher Program funds under Section 8(o)(13) of the United States Housing Act of 1937, as amended, to undertake a project known as Belfast Acres Estates. The project site is at 80 Wight Street, Belfast, Maine (Lot 17 on the Town of Belfast Tax Map 34). The project is located on a 2.46 acre parcel. There is currently a vacant structure on the site that was used as a ceramic studio. The structure will be demolished for the new project. The developer proposes to acquire the parcel and construct a 2-story building on the site. The new building will contain 24 units of rental housing for older adults, including 22 one-bedroom units and 2 two-bedroom units. The project will also feature a community room, laundry facility, and will be wired for Broadband capability. There will be 24 parking spaces. All the units will be assisted with Project Based Vouchers. All units will serve households at or below 60% of Area Median Income. Estimated sources of funds for the project, at the 50% stage, are as follows: Maine State Housing Authority deferred loan of $2,880,000 with 24 Section 8 project-based vouchers, 5.5% interest bearing loan of $1,000,000, and low-income housing tax credits of $239,505 (generating tax credit equity of $2,059,533); Maine State Housing Authority construction loan of $4,200,000. Deferred Developer Fee of $130,033 from Belfast Acres, LLC. Sponsor Loan of $190,000. [font=font36821]FINDING OF NO SIGNIFICANT IMPACT[/font] Maine State Housing Authority has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. In accordance with 28-A M.R.S. § 453-A sub-§ 5-A and 5 M.R.S. ch. 375, subchapter IV, the Bureau of Alcoholic Beverages and Lottery Operations, Division of Liquor Licensing and Enforcement (Bureau), will conduct public hearings on applications received for agency liquor store licenses. As authorized by Title 1 section 403-A(1) of the Maine Revised Statutes in March of 2020, the Bureau will conduct agency liquor store selection hearings through the video conference platform ZOOM. The procedure for participating in the public hearings using the video conference platform Zoom is described below in this notice and is also posted on the Bureau's website at [u]https://www.maine.gov/dafs/bablo/liquor-licensing[/u] under the link for Agency Liquor Stores on the right navigation bar on this page. The hearings will be conducted to evaluate eligibility for licensure pursuant to Maine's liquor laws, including Title 28-A Chapters 15 and 19, and BABLO Rule Chapter 130.
